About Us






Citizens Alliance for Property Rights
is a group dedicated to one objective:

To protect and advance the property rights of every citizen wherever they live in Ventura County.  Remember land use is local, and so is the fight to preserve property rights.  These battles are fought on a grassroots level.


Our Goals:

·       Improve the public’s access to locally elected officials and to help elect officials who are respectful of property rights.

·       Place and/or support propositions on the ballot that protect and enhance property rights.

·       Monitor the accountability of all city and county boards governing in the County of Ventura.

·       Make department heads and staff visible and accountable to the public they serve.

·       Monitor laws and policies so they are enforced as they are written and not distorted by government officials and staff or political agenda.

·       Simplify both zoning ordinances and building codes.

·       Create a schedule of set reasonable fees for permits.

·       Make more permits ministerial and fewer discretionary.

·       Monitor each elected County Supervisor so that they represent the entire County and not just those in their district.

·        Provide support and advise property owners in their dealings with their government in order to assist in fair and equal treatment.

·       Reduce staff reviews, studies and reports for project approvals when professional responsibility is not borne by the agency.

CAPR, Ventura County also has two committees working on obtaining our goals:

1)      Land Use Professional/Legal Council – Lynn Gray Jensen , Jensen Design & Survey, Inc., Chairperson – Land use professionals and attorneys working together to develop changes to government processes that support the goals of CAPR.

2)      Case Review Committee – Alex Palmer, RAMCO Companies, Chairperson – Land use professionals on this committee will respond to chapter members’ written requests for an interview to discuss land entitlement and permit application issues on a project.
